Waiting time vs handling capacity

ISO Table 2 is a throughput and interval check (can the group serve the population?). CIBSE Guide D waiting-time bands describe how long passengers wait. A scheme can pass HC% and still feel poor if waits are long, or the reverse.

In the analytical up-peak check, average waiting time is taken as half the interval (full-lobby assumption). Discrete-event simulation measures waiting time from landing arrival to boarding.
